Yes, Unsealed concrete will absorb water. Any Water + Traffic + Time = Wear and the disintegration of the concrete starts. As the top surface wears, the aggregates (stones inside of the concrete) begin to expose, chip crack and spalling will start. This effect is most commonly seen on concrete city sidewalks and roads.
